What ScrapSignal treats as a strong event

NEW_SITE — a newly observed licensed operating location that may need systems, equipment and supplier setup.
NEW_OPERATOR — a newly observed operator before incumbent supplier relationships are established.
EXPANSION_OR_MOVE — operational change that may create implementation or replacement demand.
PERMIT_CHANGE — a regulatory change that may require process, equipment or compliance work.
COMPLIANCE_ACTION / ASSESSMENT — evidence of a corrective requirement that can create a time-sensitive buying need.

Evidence is not the same as purchase certainty

ScrapSignal does not claim that every regulatory event results in a purchase. The source event is factual; the likely supplier requirement is a commercial interpretation. Signals are prioritised by evidence strength, urgency, likely expenditure and supplier relevance so sales teams can decide where to investigate first.
